Horizon Healthcare Staffing is seeking qualified candidates for a Public Health Director opportunity in Schoharie County, NY.
This is a senior department head position responsible for planning, administering, and managing a local public health program. The Public Health Director will oversee the professional, administrative, and financial operations of the agency while working under appropriate medical consultation and administrative direction from the Board of Health and Board of Supervisors.

Position Summary
The Public Health Director is responsible for the leadership and administration of the county’s public health program. This role includes oversight of public health operations, staff supervision, program planning, fiscal management, policy implementation, compliance, and coordination with government, medical, and community partners.

- Plan, administer, and manage local public health programs
- Oversee the professional, technical, administrative, and financial operations of the agency
- Provide leadership and direction to public health staff
- Supervise agency professional, technical, and support personnel
- Develop, implement, and evaluate public health policies, programs, and goals
- Manage budgets, workforce planning, and operational priorities
- Ensure compliance with applicable laws, regulations, policies, and public health standards
- Work under appropriate medical consultation
- Collaborate with the Board of Health, Board of Supervisors, government agencies, healthcare partners, and community stakeholders
- Support public health preparedness, disease prevention, health education, environmental health, and community wellness initiatives
- Communicate effectively with public officials, staff, partner agencies, and the public
- Perform related duties as required
Qualifications
Minimum Qualifications
Qualified candidates must meet one of the following qualification pathways:
Option A
- Master’s degree in public health from a regionally accredited or New York State-registered college or university that demonstrates core public health education competencies, including:
- Biostatistics
- Environmental Health Sciences
- Epidemiology
- Health Policy and Management
- Social and Behavioral Sciences
OR
- Master’s degree in a related field from a regionally accredited or New York State-registered college or university.
Related fields may include:
- Public health nursing
- Health administration
- Community health education
- Environmental health
AND
- Two years of administrative experience in a health-related organization or government agency that demonstrates the knowledge and skills necessary to administer public health programs, including:
- Workforce management
- Budget management
- Effective communication
- Establishment and implementation of policies or business goals
- Compliance with legal requirements
Option B
Candidates who do not meet the education or experience requirements may be conditionally approved for appointment for two years by the State Commissioner of Health, with the possibility of two additional one-year conditional renewals.
Final approval for conditional candidates will depend on satisfactory progress in meeting a public health education or experience plan developed in conjunction with and approved by the State Commissioner of Health.
Special Requirements
- All appointments to the position of Public Health Director are subject to approval by the New York State Commissioner of Health.
- This position requires extensive travel.
- Candidate must possess a valid and appropriate New York State driver’s license, or otherwise demonstrate the ability to meet the travel requirements of the position.
- Candidate must meet the residency requirement for Schoharie County or a contiguous county.
