Horizon Healthcare Staffing is seeking a Registered Nurse (RN) Clinical Reviewer to support the New York State Department of Health (NYSDOH), Office of Aging and Long-Term Care in Suffolk County, NY.

The Clinical Reviewer RN will conduct regulatory surveillance, certification surveys, and complaint investigations for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IDD) throughout New York State. This position is ideal for an RN with developmental disabilities experience who is detail-oriented, analytical, and comfortable in regulatory and investigative environments.

Responsibilities

• Participate in certification surveys and complaint investigations for ICF/IDD facilities
• Conduct surveillance and regulatory compliance reviews in accordance with NYSDOH and federal guidelines
• Review clinical documentation, policies, procedures, and facility records
• Identify regulatory deficiencies and draft Statements of Deficiencies (SOD) within required timeframes
• Prepare detailed investigative findings and written reports
• Testify at administrative hearings as needed
• Travel to facilities throughout New York State for onsite reviews
• Work from the Albany office or telecommute on non-travel days (if approved)

Required Qualifications

• Active New York State Registered Professional Nurse (RN) license (Required)
• Bachelor’s degree in a healthcare-related field (Required)
• Minimum two (2) years of clinical experience with individuals with intellectual disabilities or in developmental disability facilities
• Must be deemed a Qualified Intellectual Disability Professional (QIDP) or meet federal requirements to obtain QIDP certification within six (6) months of hire
• Valid driver’s license and ability to travel statewide
• Strong computer proficiency, including the ability to learn regulatory review systems and monitoring tools

Preferred Skills

• Experience in regulatory compliance, healthcare auditing, or clinical review
• Strong written documentation skills
• Ability to work independently with minimal supervision
• Professional communication skills when interacting with providers, administrators, and interdisciplinary teams
